Position Title: Chief engineer / Site Manager

 

Position summary

Chief engineer/ Site Manager is a dual-role position with overall responsibility for the operational and technical leadership of the wind farm in close consultation with the management (CEO and CFO) of the wind farm company. The individual will be responsible for ensuring the safe, reliable, profitable and e icient operation of the Wind Farm in line with the company’s management systems, Mongolian laws and regulations, and international standards, best practices through e icient management of all on site personnel, overseeing the operation, maintenance and reliability of the Wind farm including the BoP plant, WTGs and buildings and infrastructures, communication with the relevant authorities such as the Ministry of Energy (MET), Energy Regulatory Commission (ERC), National Dispatch Center (NDC), and local authorities to ensure operational compliance and stakeholder alignment.

 

Key Responsibilities

1. Technical & Operational Management

 Oversee all day-to-day operational activities of the wind farm to ensure optimal availability, reliability, and power output.

 Manage preventive and corrective maintenance, inspections, and technical troubleshooting in coordination with OEMs and service contractors.

 Analyze SCADA performance data, identify trends, and implement technical improvements to maximize performance and minimize downtime.

 Ensure maintenance and operational activities are conducted according to OEM recommendations, industry standards, and warranty requirements.

 Monitoring of the OEM Contractor

 Review work requests and provide approval.

 Analyse performance data to identify negative trends, root causes of failures and implement/ suggest long term solutions.

 Manage critical spare parts inventory and liaise with vendors and suppliers to ensure parts are available to minimize downtime.

 Personnel management and responsibility for employees on site

 Approve and oversee the employees’ annual and monthly work plan and wind farm production and maintenance plans creation and implementation.

2. Energy Production & O -taker Coordination

 As required liaise directly with the National Dispatch Center (NDC) for daily production schedules, curtailments, and dispatch coordination.

 Ensure timely and accurate reporting of energy generation plans, outages, and curtailments to the o -taker and relevant authorities.

 Support and approve communication and documentation for metering, billing, and power delivery reports in accordance with the Power Purchase Agreement (PPA).

3. Compliance & Management System Implementation

 Ensure full implementation and continual improvement of corporate management systems and site-level plans, including:

o Environmental Management Plan (EMP) – ensure environmental performance, compliance with environmental permits, waste management, and reporting to the Environmental Inspectorate.

o Stakeholder Engagement Plan (SEP) – manage transparent, proactive communication with local communities and stakeholders, addressing any concerns promptly.

o Emergency Preparedness and Response Plan (EPRP) – conduct regular emergency drills, ensure proper training, and coordinate with local emergency services and authorities.

 Ensure compliance with all Mongolian energy, safety, labor, and environmental laws and regulations, including requirements of the Ministry of Energy and Energy Regulatory Commission.

 Maintain complete records for inspections, audits, and compliance reporting.

4. Regulatory & Government Liaison

 Act in close consultation with the management (CEO and CFO) of the wind farm company as the main interface with local government, provincial administration, regulatory bodies, and energy authorities.

 Coordinate permit renewals, regulatory submissions, and required reports to MET, ERC, and environmental agencies.

 Represent the company in o icial meetings and site inspections, maintaining strong working relationships with relevant agencies and local representatives.

5. Health, Safety & Risk Management

 Promote and enforce a safety-first culture amongst all operations personnel and contractors.

 Ensure implementation of the company’s Health, Safety, and Environment (HSE) policies, conducting regular safety meetings, audits and training sessions.

 Identify potential risks, develop mitigation strategies, and ensure readiness for emergency situations.

6. Contractor & Vendor Management

 Oversee and evaluate service contractors and suppliers to ensure high performance, compliance, and cost-e ectiveness.

 Approve work orders, verify quality of maintenance, and monitor progress against schedule and budget.

 Enforce strict adherence to safety and technical standards for all subcontractors.

7. Leadership & Team Development

 Lead, coach, and mentor site personnel to maintain a competent and motivated team.

 Foster a strong culture of accountability, collaboration, and professional development.

 Support knowledge transfer and leadership transition initiatives to ensure operational continuity.

8. Financial & Administrative Management

 Manage the site’s operational budget, cost control, and procurement, inventory control activities in close cooperation with the management (CEO and CFO) of the windfarm company.

 

General Requirements for Professional Skills:

• Must hold at least a bachelor’s degree in electrical engineering (or a related field).

• Must possess a professional license to work in power system operations and have no less than 5 years of relevant experience.

• Must have over 10 years of experience in the energy sector, including at least 5 years in a managerial position within a modern, professionally managed organization.

• Must have experience in managing power system operations, power generation sources— particularly wind power plants and their related systems—as well as in maintenance and operational management of electrical, hydraulic, and mechanical equipment.

• Must have knowledge of the Unified Power System Regulations, Safety Rules, and Technical Operation Rules, and experience in ensuring compliance with these within a field team.

• Must be familiar with the rules and regulations governing the energy sector (including the Unified Power System Rules, Safety, and Technical Operation Rules) and have experience in enforcing compliance.

• Must have experience in leading teams to ensure compliance with occupational health and safety (OHS) requirements and Mongolian and international laws, regulations, and standards.

• Must have knowledge and experience in enforcing and reporting on environmental, health, and hygiene standards and requirements in accordance with Mongolian laws, regulations, and the standards set by company investors and lenders, ensuring compliance within the site’s scope.

• Must have proficiency in English, experience in contract management, and collaboration with contractors and suppliers.

• Experience in managing maintenance and operations of power plants (including substations, transmission lines, and relay protection and automation systems) will be considered an advantage.

• Must have basic knowledge of financial and budgetary control and experience performing related duties.

• Must be able to reside in Sainshand soum and support daily site operations.

• Must possess strong communication, leadership, and organizational skills.

• Must be able to analyze and resolve issues and take initiative in problem-solving.

• Must be capable of developing, planning, implementing, and executing documentation and work plans.
